Tight end Todd Heap warmed up Sunday at Cleveland Browns Stadium, but was deemed inactive for his third straight game.

Heap, who suffered a hamstring injury on Dec. 5, was a limited practice participant throughout the week and was deemed questionable on Friday.

Head Coach John Harbaugh said the decision would be made just before the game depending on the weather and how Heap feels. It’s a cold, 24-degree day in Cleveland.

That means rookie Ed Dickson will again start for Baltimore one week after scoring his first career touchdown against New Orleans.

Wide receiver and kick returner David Reed (concussion) and safety Tom Zbikowski (back) are out, as they were declared to be on Friday.

Starting cornerback Chris Carr, who did not participate in Friday’s practice due to illness, will play.

The Ravens’ other inactives include fullback Jason McKie, linebacker Jason Phillips, tight end Davon Drew and defensive tackle Lamar Divens.

Linebacker Dannell Ellerbe will be active for his second straight game. Wide receiver Donte’ Stallworth is also active after sitting out last week versus the Saints.

The Browns enter without any major inactives. Quarterback Colt McCoy and running back Peyton Hillis will play as expected. Nose tackle Shaun Rogers (ankle/hip), who did not play versus the Ravens in Week 3, is active after being listed as questionable.

Cleveland’s inactives are wide receiver Jordan Norwood, quarterback Jake Delhomme (3rd QB), wide receiver Carlton Mitchell, defensive end Jayme Mitchell, defensive lineman Brian Sanford, tight end Robert Royal and linebacker Eric Alexander.
